Zia assists communities and sponsors in the planning process - providing a rational and systematic approach to making sound planning decisions. Key features in this planning approach include:

  • identifying problems and opportunities,
  • inventory, forecast, and analysis of conditions relevant to the identified problems and opportunities,
  • formulation of alternative plans (designed to achieve goals),
  • evaluation of the effects of the alternative plans (including no action),
  • comparison of alternative plans, and
  • selection of a recommended plan based on the comparison of alternatives.

Zia supports communities in formulating plans through feasibility studies. Feasibility determination of each project is based primarily on consideration of engineering/technical, environmental and economic factors, consistent with federal and state standards, policy and law. Zia gives consideration to each plan's ability to meet the primary criteria of completeness, effectiveness, efficiency and acceptability.
