Edward Martinez, PE

Edward Martinez, P.E., is president and founder of Zia Engineering & Environmental Consultants, LLC. (Zia). He is originally from Las Vegas, New Mexico where he was raised. He graduated with a Bachelor of Science (1984) as well as continued graduate studies in Civil Engineering from New Mexico State University in Las Cruces, New Mexico where he also currently resides.

His driving purpose for starting Zia was to provide specialty technical consulting services for industry and local, state, and federal government clients. He has over 25 years experience in providing engineering and environmental services throughout the United States working with several national engineering consulting firms prior to starting Zia. Since starting Zia, Mr. Martinez has grown the company from one person in March 2000 to over 120 people currently with multiple offices in 8 states. Amongst Zia’s current client base are included national industrial manufacturing operations, energy companies, national retail and commercial chains, national and regional development companies and myriad of school districts and local, county and state government agencies. In addition Mr. Martinez has guided Zia in pursuit of federal contracts with approximately ½ of Zia’s current revenues coming from a myriad of multi-million dollar federal contracts and individual taskings with numerous federal agencies across the U.S.

Mr. Martinez has served as Program Manager and technical lead on many of Zia’s larger contracting efforts. In addition to day to day guidance of the firm, he also continues to provide management and QA/QC support for Zia’s clients as well as to provide mentorship to Zia staff whenever possible. He champions Zia’s corporate motto, “Quality – Commitment – Service”. As he says, “by our very nature, engineers tend to be problem solvers. Whether we are addressing a Client’s design project or environmental compliance issues or our own internal management needs, the feeling of defining a problem, developing a solution and then implementing it and seeing it work is the greatest satisfaction – that and a client taking the time to say, “thanks.”

Ashok (AK) Khera, PE

AK has been with Zia since its 2000 inception. He holds a B.S. degree in civil engineering and an M.S. degree in environmental engineering and water resources engineering. He is a certified value engineer and is a registered professional engineer in Ohio, New York, Indiana and New Mexico. His responsibilities at Zia include corporate level quality control, contract administration and principal in-charge of various civil and environmental engineering projects. Additional responsibilities include business development, mentoring of staff, and corporate matters related to business risk assessment, liability exposure, human resource issues and other corporate matters essential for the success of a corporation. His goal is to make Zia the leading civil engineering and environmental consulting firm in the southwestern region, recognized for providing the highest quality of professional services with a commitment to the needs of the client.

Fred Bourger

Fred Bourger has been with Zia since 2004 and oversees the Federal Division efforts which include pursuing and managing contracts with the U.S. Government. Mr. Bourger has over 20 years of experience in all areas of environmental, safety and health with more recent experience in the areas of Information Technology and telecommunications. He has a firm knowledge of government contracting and believes in a hands on approach and working directly with the client to define and understand their needs. He grew up in Las Cruces, New Mexico, and earned a bachelor's degree in Engineering from New Mexico State University.

Frank C. Prestipino, CPA

bio image Vice President of Administration and Finance
Frank C. Prestipino, has served as a Chief Financial Officer, General Manager, Treasurer and Controller for a publicly traded company’s significant subsidiary and a private company for the last five years. Prior to this, Mr. Prestipino was a business consultant to various businesses in the United States and overseas. From September 1982 to January 2005, Mr. Prestipino served as the Chief Operating and Chief Financial Officer of a group of privately held trading and manufacturing companies doing business principally in the Caribbean and overseas. Prior to that, Mr. Prestipino spent over 10 years practicing as a CPA with a Big Four and Medium sized CPA firms in New York where he is a Certified Public Accountant. Mr. Prestipino received his Bachelor of Science in Accounting from Fordham University in the Bronx, New York.

Roxanne Nimmer, PS

Roxanne joined the Zia team in 2001, shortly after the company’s inception. She has been a registered professional surveyor in New Mexico since 1995. She is pursuing a certified federal surveyor certification and an Arizona registered land surveyor license. Roxanne oversees all company land surveying projects including proposals and project management.

Francisco Urueta, PE

Francisco joined the Zia team in 2007. He holds a B.S. degree in civil engineering and is a certified professional in erosion and sediment control. Francisco coordinates all aspects of Zia’s civil division including the establishment and implementation of the division’s goals, strategies and standards. He assists in the development and adherence to division budgets and coordinates with marketing staff related to civil activities.

Cheryl Cretin

bio image Federal Contracts Manager
Ms. Cretin has over 30 years experience in Federal Contracting. She is a former Department of Army Director of Contracting of an acquisition office that obligated almost $1 billion annually. Ms. Cretin provided training for Contracting Officer Representatives nationwide. This training included writing performance-based statements of work, methods of inspections, contract modifications and several other topics. She was a member of the Acquisition Corps and certified Level III. She was well known for her innovation and her commitment to support small businesses.
