Water Resources Alternatives Analysis – Gila River Watershed, NM
Zia was part of a multi-disciplinary project team developing the 40-year water master plan for the Lower Rio Grande Water Users Association. The 40-year water master plan addresses Dona Ana County and parts of Sierra and Otero Counties. The Interstate Stream Commission and the New Mexico Office of the State Engineer required the study. The project scope consists of: identification of existing water resources, both surface water and groundwater; review of existing water usage rates and practices; projection of future water demands; identification of future water resources options to meet demands; analysis of impacts to consumer rates; formal public involvement process; and, GIS mapping and AutoCAD use for development of resources and water demands maps.

The project entails significant coordination with multiple local and state authorities and agencies. In addition, development of a formal public involvement process has included development of a project web page, numerous public meetings, formal and informal presentations, and development of a project newsletter. The results of the project will encompass the plan for how more than 200,000 residents will meet their water needs for the next 40-years. In addition, it will establish how the New Mexico counties surrounding the City of El Paso will coordinate with the City of El Paso to meet the regional water demands within the Lower Rio Grande Basin. The project entails the following activities:

Gadsden Independent School District- 40-Year Master Water Plan and Water Rights Inventory
Zia is currently developing an inventory report of water rights owned by GISD and a 40-year Water Master Plan. Zia personnel prepared a history of the water rights, along with the current status of those water rights and wastewater treatment at each of the schools in the GISD system; made recommendations for actions to transfer ownership of some rights not currently recognized by NMOSE as being owned by GISD, the need for taking action on putting other rights to beneficial use and options for requesting EBID water rights for use in irrigation of school grounds at schools within EBID. Zia also developed a system for tracking water use for each water right and is keeping that list current as well as reporting meter readings to the NMOSE. Zia recently completed an update of the GISD Water Rights Inventory to reflect transfers and other changes in water rights made by GISD. Additionally, an assessment of the potential impact of hydrographic survey findings for local adjudication of water rights was developed.

Zia is currently preparing a 40-year Master Water Plan for GISD to determine the student census projections and water demands at the various GISD facilities, analysis of the methodologies for providing for those water demands based on current water rights holdings and alternatives.
