Zia Selected
to Provide Solid Waste Management Technical Support for Tribes Within the Colorado
Plateau Area
Zia, in association with iiná bá, is providing the Northern Arizona University /
Institute for Tribal Environmental Professionals (NAU / ITEP) solid waste management
technical support for ten federally recognized tribes located within the Colorado
Plateau. There are distinct cultural, historical, and geographic factors that characterize
each tribe and impact their solid waste priorities and the feasibility of alternatives
to address those priorities.
Zia is providing a mixture of technical services that are multi – faceted and responsive
to the site – specific circumstances of each tribe. Services include: wastestream
analysis; design of refuse collection and transfer operations and facilities; siting
and risk assessments for landfill locations; landfilling procedures; writing of
ordinances and regulations; and preparation of integrated solid waste management
plans. Additionally, Zia is participating in the planning and instruction of three
Tribal Solid Waste Management courses for purposes of training / education and developing
a solid waste management “toolbox” of options and other pertinent information for
each tribal community. The toolboxes are to be unique to the needs of each tribe
and shall be developed in coordination with NAU / ITEP and the key stakeholders.

by the Iowa Department of Transportation
Zia received its certification as a participant in the Department of Transportation
Disadvantaged Business Enterprise Program through the Iowa DOT - Certificate No.
H05206. Additionally, Zia is a prequalified consultant in the Iowa DOT Professional
Technical Support Services to provide Environmental Impact Studies; Cultural, Historic
and Native American Services; Environmental Specialty Studies; and, Regulated Material
Investigation and Remediation Services. We are currently pending prequalification
approval to provide Specialized Wetlands Services.
Zia Selected to conduct Environmental Inspection Services Monitoring Program for
the PlayasTraining Center in Playas, New Mexico
The New Mexico Institute of Mining and Technology (NMT) is the operating agency
for the new Playas Training Center in Playas, New Mexico. The requirements under
this contract call for sampling and analysis of the municipal drinking water supply
system and the Wastewater facilities at the Playas Training Center (PTC) to ensure
compliance with the Safe Drinking Water Act (SDWA), and New Mexico Environment Department
(NMED) requirements listed in discharge plan DP-688, which authorizes the Playas
Townsite wastewater discharge.
The detailed technical requirements include monitoring, reporting, and system operation
and maintenance of the Water System (sampling and analysis; water production reporting;
consumer confidence reports; and, sanitary surveys); Wastewater System (monitoring;
and event basis discharge to surface disposal site); Wastewater Lagoon Effluent;
Groundwater Monitoring Wells; Wastewater Data Reporting; Solid Waste Transfer Station
Disposal; Medical Clinic X-Ray Equipment (radiation control); and, Underground Fuel
Storage Tanks.
Zia
Provides an Integrated Solid Waste Management Plan for Jefferson National Expansion
Memorial, St. Louis, Missouri
Zia recently finished a Solid Waste Plan for this unique urban national park located
in downtown St. Louis and managed by the National Park Service / U.S. Department
of the Interior. An on - site waste audit encompassing the various operations and
activities at the Memorial was conducted that included a grounds maintenance facility,
office settings, visitors center, museum, stores, warehouse, a historic courthouse,
open space, and storage areas for refuse, recyclables, and green waste. Arrangements
and methods of handling refuse and recyclables by both Park Service employees and
contractors were examined. Recommendations were made concerning the formal establishment
of a materials management / recovery program with a director, slogan, and ongoing
internal / external publicity; reducing the number of private service providers
and consolidating nearly all waste management functions under one contract; setting
up record - keeping and reporting procedures to regularly obtain data on quantities
of material disposed and recycled; recognizing personnel who exercised initiative
in waste reduction and recycling; and using recycled - content paper for printing
of publications about the Memorial.

Zia New Environmental Support Contractor For White Sands Missile
Range, NM
WTS was awarded the Environmental Services contract to support the White Sands Missile
Range, NM. The fixed price portion of this contract is $20,171,530.00.
The work planned for this Environmental Services support contract include the general
areas of analyses, studies, remediation, ethnological, archaeological, biological,
and earth sciences. Specific areas of support will include:
- studies and knowledge of range operations and environmental conditions of the arid
southwest area that are critical to the performance of mission impact assessments;
- the design and performance of environmental analysis studies, risk assessments,
scientific modeling, etc., to determine potential environmental effects and mitigations
for National Environmental Policy Act (NEPA) processes on actions occurring on or
associated with WSMR;
- producing, maintaining, publishing, and distributing NEPA documentation as required;
- the knowledge of range operations and environmental conditions of the arid southwest
area are critical to the performance of mission impact assessments;
- environmental services in the execution of assigned tasks in the areas of environmental
clean up, compliance, pollution prevention, and stewardship and conservation (range
management, cultural and natural resources, environmental sciences and engineering)
The operations are primarily within WSMR, but may include operations within and
outside the continental United States. Examples of this include the WSMR launch
site at Green River, Utah; Camp Grayling, Michigan; and other test ranges, such
as Kwajalein Atoll.

Lincoln National Forest, Sacramento Ranger District,
New Mexico
Zia is performing a Historic American Buildings Survey / Historic American Engineering
Record (HABS/HAER) documentation for the Wofford Mesa Barn and Ruidoso Lookout Site.
The Lincoln National Forest's commitment to historic preservation is being supported
by Zia through the archiving of historic architecture of these sites. Zia is currently
collecting and investigating historical information and graphic documentation as
well as conducting on-site analysis of these historic structures.
Hippie Fire Management Unit - Cibola National Wildlife
Refuge (NWR), Arizona
Zia is currently assisting the U.S. Fish & Wildlife Service, Department of the
Interior, in the development of engineering plans and technical construction specifications
for laser leveling and improvements to existing and/or installation of new irrigation
conveyance systems for an approximate 313 acre (+/-) parcel located within and around
the designated Hippie Fire Management Unit all within the Cibola National Wildlife
Refuge (NWR), approximately 20 miles south of Blythe, California. This area is proposed
for implementation of a revegetation and restoration project in an attempt to promote
the reintroduction of native vegetation.
Zia to Support DDL Omni Engineering $19B NAVSEA Contract
Zia Engineering & Environmental Consultants is part of the DDL Omni Engineering
contract for engineering, technical, and programmatic support services to NAVSEA,
the Warfare Centers, and other field activities. This contract was awarded based
on Greatest Value to the Government, and has a potential value of more than $67B
over 15 years, with the exercise of all options.
The five-year contract, with two five-year options, will be coordinated by Robert
Fritz, Program Manager. Work will be performed in all DDL OMNI offices, located
in seven states, under the direction of: Gregg Ross in the Northeast (Zone 1) and
Northwest (Zone 7); Robert Booth in the National Capital (Zone 2), and Gulf Coast
(Zone 4); and Thomas Cole in the Mid-Atlantic (Zone 3), and Southwest (Zone 6).
The work supports the CNO's stated Seapower 21 goals of providing a framework to
align, organize, and integrate the U.S. Navy to meet the wide variety of challenges
that lie ahead. DDL OMNI will provide full spectrum engineering, technical, and
programmatic support for all twelve "Core Product Areas" assigned to the Warfare
Centers, and other DoD, non-DoD, or joint agencies. Work related to the Warfare
Centers includes: research and development, concept exploration, design, prototyping
and fabrication, test and evaluation, certification, life cycle management, operation
and maintenance, modernization and overhaul, and demilitarization and disposal.
DDL OMNI has been providing support to NAVSEA and the Warfare Centers in these critical
areas for more than 30 years.

Zia Awarded U. S. Fish & Wildlife Service Contract
Zia will inventory asbestos-containing materials (ACM) at select Region 2 National
Wildlife Refuges (NWR) and a National Fish Hatchery (NFH). The asbestos survey has
been requested to identify potential ACM at selected buildings at the following
locations so that appropriate Operation and Maintenance (O&M) Plans can be developed
and implemented. The locations for this survey are:

- Bosque de Apache NWR, Socorro, New Mexico
- Dexter NFH, Dexter, New Mexico
- Sevilleta NWR, Socorro, New Mexico

Zia Selected to Support the Navajo Nation Parks and Recreation
Environmental Programs
The Navajo Nation Parks and Recreation Department selected Zia Engineering and Environmental
Consultants, LLC. (Zia) to support various infrastructure programs throughout the
Nation. Team members include Zia’s affiliate firm, ZiaTSW, LLC and Gutierrez Landscape
Associates, PC. The scope of services includes:
- NEPA Compliance Planning and Documentation
- Hydrologic and Hydraulic Consulting Services
- Section 404 Permit Consulting Services
- Landscape Architecture Services
Over the years Zia has worked closely with Navajo Nation Tribal Government and Chapter
officials specifically in developing NEPA regulatory compliance specific to development
of energy resources (oil, gas, energy), water and wastewater utilities, transportation
infrastructure and funding coordination and grant application processes to assist
the Nation in taking full advantage of federal program appropriations. Additionally,
Zia has performed its full range of services including land surveying and critical
hydrologic/hydraulic analysis of numerous bridges and roads development. Our team
is honored to continue supporting the Nation’s development goals.
Zia Obtains a Basic Ordering Agreement with White
Sands Missile Range
Zia entered into a services-based Corporate Basic Ordering Agreement (BOA) through
the White Sands Missile Range Army Contracting Agency. The BOA is an 8(a) contract
vehicle available for any federal agency to utilize in meeting their mission. Individual
work task orders can be issued = $3 million with no limitation on the number of
orders. This BOA remains in affect for 3 years and can be renewed while Zia is still
a participant
in the SBA's 8(a) program. We are very excited to offer federal agencies this contracting
opportunity which includes all of Zia's service areas.

Zia Expands Offices - Des Moines, Iowa
Zia opened its Mid-Western office in Des Moines, Iowa on January 4, 2004. Zia Environmental
Consultants, LLC began providing a full range of environmental services to a variety
of local and regional clients. Currently we are supporting several Phase I and II
Environmental Site Assessments, asbestos surveying and other critical environmental

Zia Approved for the SBA Mentor-Protégé Program
with DDL Omni Engineering
Zia Engineering & Environmental Consultants, LLC of Las Cruces, New Mexico and
DDL OMNI Engineering LLC of McLean, Virginia, are pleased to announce that they
received approval of their Mentor-Protégé Agreement from the Small Business Administration
(SBA) in Washington, D.C. on December 30, 2003. The SBA's Mentor-Protégé Program
is designed to encourage approved Mentors to provide various forms of assistance
to eligible Protégé participants. The purpose of the mentor-protégé relationship
is to enhance the capabilities of the Protégé and to improve their ability to successfully
compete for federal contracts.
To qualify as a Protégé, Zia Engineering & Environmental Consultants successfully
completed the qualification process to enter the SBA's 8(a) Business Development
Program effective January 23, 2003. Additionally, Zia was required to be in good
standing in the 8(a) Business Development Program, in the developmental stages of
the 8(a) Program and its size is less than half the size standard corresponding
to its primary SIC code (8711).
To qualify as a Mentor, DDL OMNI was required to provide evidence to the SBA of
favorable financial health, good character, good standing as a federal contractor,
and ability to impart value to Zia through its general knowledge and experience
of government contracting.
The firms collaborated to write their Mentor-Protégé Agreement that specifies the
Protégé firm's needs and the Mentor firm's commitment to provide assistance addressing
those needs for a term of not less than one year. The agreement may continue for
a longer period providing both firms continue to meet the requirements of Mentor
and Protégé, in addition to providing annual updates for SBA review and approval.
